Permits and inspections for siding in Hamden
Hamden's Building Department lists siding among the permits it issues. The 2022 Connecticut State Building Code requires a permit before a building is altered or repaired (amended IRC R105.1) and exempts only “repairs that are limited to 25 percent of roof covering and building siding within one calendar year” (R105.2). State law bars a contractor from starting before the permit is issued (CGS 20-427(i)).
The town fee schedule effective February 19, 2025 charges $26.00 per $1,000 of total estimated cost, labor and materials included, plus a $0.26 state fee per $1,000. Zoning fees and property taxes must be paid in full before you apply, and work performed without a permit draws a $250.00 fine. Some town web pages still show older rates.
Applications go through Hamden's Viewpoint online permitting system. Since July 1, 2023, the permit must be posted where the public can see it for the length of the work, and inspections are booked only by calling the Building Department at 203-287-7160 or 203-287-2647, not online or by email. The Building Official is Carlo Sarmiento (csarmiento@hamden.com; town staff directory, checked September 16, 2026). A review time for siding permits is not published.
Historic district rules in Hamden
Hamden has no local historic district. Its 2019 Plan of Conservation and Development says so, and Preservation Connecticut's inventory lists one Hamden entry, the municipal Memorial Town Hall. No private house here needs a certificate of appropriateness to change its siding. Next door, New Haven has three local historic districts and Cheshire two, and in those districts the commission must consider “the type and texture of building materials” (CGS 7-147f).
Zoning adds two rules. The Spring Glen Village District along Whitney Avenue lists siding among its exempt repairs and alterations (Zoning Regulations section 452.5.2(a)). Section 660 makes any modification of a building on a local, state or national historic register subject to Special Permit approval. Sixteen Hamden properties are individually listed on the National Register (National Park Service data, May 22, 2026), and the 2019 plan also lists 19 properties and the Ivesville Historic District on the State Register. The town publishes no guidance on re-siding a listed house; ask Planning & Zoning at 203-287-7070 before work starts.
Hamden's houses and what that means for siding
The Census Bureau's American Community Survey 2020–2024 estimates count about 25,639 housing units: 55.7% single-family detached, against 19.7% in New Haven and 61.3% to 94.4% in the other bordering towns. About 15.3% were built in 1939 or earlier, less than half New Haven's 39.6%, and the median home dates to around the mid-1960s.
For siding, the year that matters is 1978. An estimated 57.9% of Hamden's homes were built in 1969 or earlier and 68.4% in 1979 or earlier; the Census groups the 1970s, so the pre-1978 share sits in that range. The EPA Renovation, Repair and Painting rule (40 CFR 745) covers paid work on most pre-1978 housing that disturbs painted surfaces, and it names siding. Its small-job exclusion (20 square feet or less of painted exterior) never covers demolition, which EPA defines as removing a painted part in a way that destroys or ruins it, so tearing off painted siding that way is covered at any size. The firm must be EPA-certified, give the owner EPA's Renovate Right pamphlet before work starts, and cover the ground with sheeting at least 10 feet past the work.
Connecticut code requirements for new siding
Hamden enforces the 2022 Connecticut State Building Code, based on the 2021 International Residential Code (IRC). Its replacement was voted down without prejudice by the Legislative Regulation Review Committee on April 28, 2026 and has no effective date as of September 16, 2026. Connecticut does not amend the IRC's wall-covering chapter.
Water-resistive barrier and flashing
R703.2 requires at least one continuous layer of water-resistive barrier behind the siding. R703.4 requires corrosion-resistant flashing, applied shingle-fashion, at windows and doors, above projecting wood trim, where decks attach and at wall-roof intersections.
Wind load at 120 mph
Appendix AY puts Hamden at a 120 mph ultimate design wind speed (93 mph nominal), inside the hurricane-prone region. Siding and its attachment must resist the wind loads in Tables R301.2.1(1) and R301.2.1(2) (R703.1.2). At 120 mph, Table R703.3.2 sets no height limit on standard attachment in Exposure B and a 30-foot maximum mean roof height in Exposure C, and requires a design in Exposure D. No exposure category is published for the town.
Vinyl and fiber cement
Vinyl must be third-party labeled to ASTM D3679 and insulated vinyl to ASTM D7793, both installed to the manufacturer's instructions (R703.11, R703.13). Over foam sheathing alone, Table R703.11.2 requires ratings at 120 mph of -37.4, -52.4 and -62.1 psf for Exposures B, C and D with interior gypsum wallboard and roofs 30 feet or lower. Fiber cement must meet ASTM C1186 Type A, Grade II minimum, or ISO 8336 Category A, Class 2, and fiber-cement lap siding must lap at least 1-1/4 inches (R703.10).

What Connecticut law requires of any siding contractor
Under Connecticut's Home Improvement Act, siding work on a private residence priced over $200 is a home improvement (CGS 20-419), and the contractor must hold a Department of Consumer Protection certificate of registration (CGS 20-420, 20-420a). The contract must be in writing and signed by both parties, with start and completion dates, the contractor's registration number and notice of cancellation rights (CGS 20-429). The owner may cancel until midnight of the third business day; Sundays and legal holidays do not count, and since July 1, 2025, neither do Saturdays (CGS 42-134a, 42-135a).
