How ice dams form
The U.S. Department of Energy’s Building America Solution Center says an ice dam needs three things: snow on the roof, a poorly air sealed or insulated attic, and freezing temperatures. Warm air escaping into the attic heats the roof deck and melts the snow. The water runs down to the eaves, which the Insurance Institute for Business & Home Safety (IBHS) notes tend to be coldest because they extend past the warm interior, and refreezes.
The University of Minnesota Extension says air leaking through ceiling openings such as light fixtures is, in many homes, the main heat transfer behind ice dams. The maker of Grace Ice & Water Shield says dams grow larger on shaded or north-facing sections and in valleys, and large dams can form on roofs without gutters. The Solution Center says icicles are meltwater overflowing the dam and often signal more water building up behind it, where capillary action can draw it beneath the shingles.
Why ice dams leak into walls and ceilings
IBHS says a growing dam holds back a pool of water that can be forced under the shingles, and it may then reach the attic or run down the walls. The University of Minnesota Extension adds that it can stain ceilings and lead to mold. The Connecticut Insurance Department’s January 23, 2026 consumer alert listed ice dams and the interior water damage they cause among major winter storm risks.
What Connecticut’s code requires
The 2022 Connecticut State Building Code, based on the 2021 International Residential Code (IRC), puts the whole state in climate zone 5A with a 7°F winter design temperature and requires ice barrier underlayment (amended Table R301.2).
Under Section R905.1.2, asphalt shingles, metal roof shingles, mineral-surfaced roll roofing, slate and wood shingles or shakes need an ice barrier of at least two layers of underlayment cemented together or a self-adhering polymer-modified bitumen sheet, running “from the lowest edges of all roof surfaces to a point not less than 24 inches (610 mm) inside the exterior wall line of the building.” Roofs pitched 8 in 12 or steeper also need at least 36 inches along the slope from the eave. Detached accessory structures with no conditioned floor area are exempt.
Existing homes meet the rule at reroofing, because re-covering or replacing a roof must meet the code’s roof chapter (R908.1). New York homes follow that state’s Uniform Code; ask the local building department. More in our code guide.
What about ice and water shield?
Ice & Water Shield is GCP Applied Technologies’ trademark for its self-adhered underlayment. Its data sheet says to run the membrane above the full height water is expected to back up behind ice dams, notes that it is an air and vapor barrier, and calls for proper insulation and ventilation to help reduce ice dams and condensation.
How to prevent ice dams
An ice barrier adds protection if a dam forms; it does not prevent one. The Solution Center lists three fixes: air seal the ceiling, insulate the attic and ventilate the roof. The University of Minnesota Extension points homeowners to weatherization contractors, who should run a blower door test.
Air sealing and insulation
The Solution Center calls air sealing the most important step and lists leaks around wiring, recessed lights, plumbing stacks, flues, chimneys and attic hatches. ENERGY STAR says air sealing combined with attic insulation can help alleviate ice dams, and suggests having oil or gas appliances tested before and after, since sealing can sometimes make naturally venting ones back-draft.
Attic ventilation rules
In Connecticut, vented attics need cross ventilation (IRC R806.1) with net free vent area of at least 1/150 of the vented space, or 1/300 when 40 to 50 percent of it is no more than 3 feet below the ridge and the rest is in the bottom third (R806.2). Insulation may not block eave vents and must stay at least 1 inch below the roof sheathing at the vent (R806.3). Sources differ on venting: Minnesota’s Department of Commerce Home Energy Guide says adding roof vents, including powered vents, will not eliminate ice dams and often makes the problem worse.
What not to do about an ice dam
The National Roofing Contractors Association (NRCA) advises homeowners not to remove ice dams or shovel snow off the roof, because breaking up ice may damage the roof covering, flashings and gutters. Minnesota’s Home Energy Guide warns the same of chippers, chemicals and heat. OSHA found that falls cause the most deaths and injuries among workers removing roof snow, including falls through snow-covered skylights and from ladders.
Roof rakes
IBHS suggests raking from the ground, ideally with a wheeled rake, minding footing and power lines. NRCA cautions that dragging a rake across the roof can damage it, and that raking from the ground typically leaves snow higher up, which may lead to an ice dam above the ice barrier.

If an ice dam is leaking now
- Stay clear of wet wiring. Ready.gov says not to touch electrical equipment if it is wet or you are standing in water, and to turn off the power only if it is safe.
- Photograph, then dry. The Connecticut Insurance Department says to take photos or videos before cleanup and contact your insurer promptly; the University of Minnesota Extension says to dry wet areas right away to prevent mold.
- Stay off the roof. Minnesota’s Department of Commerce recommends a professional ice dam removal service that uses steamers once water gets inside; NRCA says urgent snow and ice buildup is preferably left to a professional roofing contractor.

When ice dams mean the roof needs work
The Asphalt Roofing Manufacturers Association says winter ice damming may be cause to have a roofing professional inspect the roof for damage and assess attic ventilation. NRCA says a leak does not necessarily mean a new roof.
